Both the Rider-Waite tarot deck and the Crowley-Harris Thoth tarot deck are based on the teachings and practices of the Hermetic Order of the Golden Dawn.

The Rider-Waite deck was created by A. E. Waite and illustrator Pamela Colman Smith, both of whom were members of the Golden Dawn, and the deck is widely considered to be one of the first tarot decks to incorporate detailed and symbolic imagery.

The Crowley-Harris Thoth deck was created by Aleister Crowley, who was also a member of the Golden Dawn, and it is based on the teachings of the Order, as well as on Crowley's own ideas and interpretations of tarot. The Thoth deck is known for its complex and detailed imagery, and it is considered to be one of the most important and influential tarot decks of the 20th century.

So, while not all tarot decks are based on the Hermetic Order of the Golden Dawn, both the Rider-Waite and the Crowley-Harris Thoth decks are firmly rooted in the teachings and practices of that organization.
